PROPOSED WORK: The applicant requests authorization to discharge 1,641 cubic yards of clean shot rock and 369 cubic yards of gravel (grading D-1) fill material below the ordinary high water mark into 0.46. acres of tributary streams of Casa Del Sol Creek, including the installation of 532 lineal feet of 48-inch diameter and 40 lineal feet of 36-inch diameter culvert, in order to construct vehicle parking, turnaround area, and property access.     Maurice McGinty (City of Nulato) stated the purpose is to excavate gravel for road and public facilities maintenance. The project site is located within the ordinary high water mark of the Yukon River near the confluence of the Nulato River, Latitude 64.7072º N., Longitude 158.1429º W, near Nulato, Alaska. PROPOSED WORK: The applicant is proposing to excavate 60,000 cubic yards of gravel fill material during the first year and 20,000 cubic yards of gravel material annually for four years thereafter from an area approximately 3,400-feet by 350-feet (27.3 acres).     Arctic Slope Regional Corporation Arctic Slope Regional Corporation, stated purpose is to provide sand and gravel material for ongoing and future oilfield development and North Slope Borough and local needs in the Colville River Delta area. The project site is located within Sections 10, 11, 14, 15, and 23, T. 10 N., R. 5 E., Umiat Meridian; Latitude 70.22551º N., Longitude 150.79165º W.; North Slope Borough, near Nuiqsut, Alaska. Applicant proposes to conduct blast and mine up to 15 million cubic yards of sand and gravel material, and discharge up to 9.7 million cubic yards of organic overburden into 430 acres of waters of the U.S. located within the Phase 3 area of the Arctic Slope Regional Corporation (ASRC) Colville River Consolidated Use Gravel Material Site, over a ten year period, to conduct gravel mining and reclamation.     Mr. George Doyle stated the purpose is to “provide roadway access to the lots within Ramstead Homestead Subdivision.” The project site is located within Section 7 & 18, T. 57 S., R. 80 E., Copper River Meridian; USGS Quad Map Petersburg D-3; Latitude 56.9324º N., Longitude 132.8769º W.; Ramstead Homestead Subdivision; Approximately 18.5 air miles north northeast of Petersburg, Alaska. PROPOSED WORK: Construction of a 7,080-linear foot roadway system. The roadway is to be constructed by excavating ditches and using the material to build the roadway between the ditches. The excavation and embankment work would be done using a track mounted excavator. Eight 18-inch diameter by 26-inch long HDPE culverts would be installed at the slough crossings. The total volume of excavated and fill material is 7,600 cubic yards and would be placed into 5.5-acres of jurisdictional wetlands. The project site is located within Section 4, T. 59 S., R. 79 E., Copper River Meridian; USGS Quad Map Petersburg D-3; Latitude 56.7877º N., Longitude 132.9782º W.; 242B Mitkof Highway, in Petersburg, Alaska. PROPOSED WORK: Discharge up to 4,100 cubic yards (CY) of clean fill material (2,800 CY of shot rock, 300 CY of wall rock, and 1,000 CY of crushed rock) into 0.053-acre below the High Tide Line (HTL; 19.5 feet) for the construction of a residential house pad. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated March 23, 2017.
