Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2006-1753-M2

    Expiration date: 3/15/2017

    Edward and Linda Squibb stated the purpose is to gain access to their private property. The project site is located within Section 9, T. 66 S., R. 78 E., Copper River Meridian; Latitude 56.1607°N., Longitude 133.3447°W.; El Capitan Subdivision, Lot 1; 50 air miles north of Craig, Alaska. PROPOSED WORK: The project involves construction of a 6 foot by 140 foot wood trestle on 16 concrete pillars, a 16 foot by 90 foot wooden decked log float with a 4 foot by 40 foot ramp, two 3,000-pound temporary anchors, two anchor cables tied to rocks, and installation of four pilings to secure the float. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated February 22, 2017.     Mr. and Ms. Richards stated the purpose is to construct a single family dwelling on the property. The project site is located within Section 8, T. 17 N., R. 1 W., Seward Meridian; USGS Quad Map AK-Anchorage C-7; Latitude 61.5767º N., Longitude 149.4979º W.; Matanuska-Susitna Borough; Parcel Identification #507829, in Wasilla, Alaska. PROPOSED WORK: The applicant is proposing to place up to 4,000 cubic yards of type II clean fill material into 0.81-acre of waters of the U.S., including wetlands in order to construct one 32 foot by 64 foot single family residence and one 40 foot by 100 foot workshop. The additional space would be utilized to construct a green house. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated February 23, 2017.   • POA-2016-98, Glenn Gulch and Lucky Gulch

    Expiration date: 3/28/2017

    PURPOSE: Sphinx Explorations' stated purpose is to economically extract gold. PROPOSED WORK: The permit application is for the discharge of dredged or fill material in approximately 95 acres of wetlands and stream riparian areas during mechanical and hydraulic placer mining activities. Portions of the project site had been mined and reclaimed at Glenn Gulch that involved a capped recirculation pond, sluicing and tailings areas, excavation pit, and wash plant. The proposed mining activities would permanently relocate 2,570 feet of Lucky Gulch, and 1,996 feet of Glenn Gulch and minimize impacts to aquatic resources. The placer mining operation would also include a processing plant and sluicing pads at each site, recirculation and settling ponds, excavation pits, a camp with living quarters, access roads, and exploratory drilling. Reclamation would be on going following completion of mining activities by grading mine spoils and capping of settling ponds to minimize impacts to downstream waters and adjacent wetlands and to promote stabilization mined tailing areas and vegetation growth. All work would be performed in accordance with the enclosed plans (sheets 1-9), dated January 30, 2017. ADDITIONAL INFORMATION: A permit for the discharge of dredge or fill material in Glenn Gulch was issued by the Corps of Engineers dated June 1, 2011, that authorized discharge of fill material into 4.5 acres of stream and riparian area during placer mining activities. The Alaska Department of Natural Resources has an Alaska Permit to Mine Application from applicant (APMA 2286).

PROPOSED WORK: The applicant requests authorization for the following work in waters of the United States: Discharge 131,236 cubic yards of clean gravel, sand, and rock fill material into 22 acres of palustrine wetlands and discharge 28,995.9 cubic yards of clean gravel, sand, and rock fill material into 4 acres below the Ordinary High Water Mark (OHW) of the Chilkat River to realign and widen the Haines Highway. Work would include the installation of 13 corrugated metal pipe culverts ranging in size from 48 inch to 3.5 feet diameter, and 13 arch pipes ranging in size from 81-inch by 59-inch to 12 feet 7 inch by 8 feet 4 inch into 1,857 linear feet of stream (0.3 acres) below the OHW. All work would be performed in accordance with the plan (sheets 1-41), dated January 2017. SPECIAL AREA DESIGNATION: The project is located within the Alaska Chilkat Bald Eagle Preserve.     Mr. Kent Halvorson (Boyer Towing) stated the purpose is to improve site access and develop the property for the owner’s tug and barge business. The project site is located within Section 34, T. 74 S., R. 90 E., Copper River Meridian; USGS Quad Map Ketchikan B-6; Latitude 55.4039º N., Longitude 131.7192º W.; in Ketchikan, Alaska. PROPOSED WORK: Boyer Towing is proposing to install a mooring/loading facility. The proposed project would install (3) 30-inch steel pilings, (1) 24-inch steel piling, (10) 16-inch steel pilings, a mooring dolphin composed of a 30-inch vertical piling, a 6-foot by 70-foot aluminum gangway and a 20-foot by 20-foot floating dock. The pilings would be installed by vibratory hammer to the extent possible. The proposed project would also discharge 1500 cubic yards (CY) of shot rock and 200 cubic yards of armor stone behind a 30-foot long concrete abutment for an impact of 0.02-acre of waters of the U.S. to allow for the facility to be at the needed operation depth of -15-foot Mean Lower Low Water (MLLW) without dredging. All work would be performed in accordance with the enclosed plan (sheets 1-6), dated January 3, 2017.
