The Interior 2 (IN-2) encompasses two properties, both located in the Goldstream Creek Valley, within Section 15, T. 1 N., R 2 W., Fairbanks Meridian; Latitude 64.905° N., Longitude 147.931° W., TL 1501, Sheep Creek Road, North Star Borough, in Fairbanks, Alaska. The proposed mitigation site is approximately 332 acres in size and is proposed to be preserved as part of the Tanana River Watershed. TCF is proposing modification of the 2016 In-Lieu Fee Program Instrument to include two new compensatory mitigation sites, the Engel Mitigation Site and Parish Mitigation Site, which are known as IN-2. The goal of the preservation is to provide compensatory mitigation for past and future impacts to aquatic sites authorized by Department of the Army permits in the Interior Service Area. IN-2 was selected based on watershed needs, existing threats, as well as proximity to historic and ongoing urban development and mining.     Mr. Harry Commack Sr. stated purpose is to construct and operate a gravel pit, to provide material for construction of an access road to a new barge landing on the Kobuk River, material for landfill closure, and other needs of the village of Shungnak. The project site is located within Section 17, T. 17 N., R. 8 E., Kateel River Meridian; USGS Quad Map Shungnak D-3; Latitude 66.8778º N., Longitude 157.1715º W, located approximately 3 miles south of Shungnak, Alaska. PROPOSED WORK: Discharge up to 120,000 cubic yards of gravel and silt into approximately 8 acres of wetlands to conduct mechanical land clearing, operate a gravel pit, and conduct reclamation.     Mr. Lawrence Colby (Seward Wildlife Cruises) stated purpose is to remove sediment from the project area to provide safe navigation of all vessels, including Major Marine tour boats and to minimize concerns over groundings of larger vessels which require deeper mooring basins. The project site is located within Section 3, T. 1 S., R. 1W., Seward Meridian; USGS Quad Map AK-Seward-A-7; Latitude 60.120536º N., Longitude 149.438506º W.; Seward Harbor, at Hotel 360; Resurrection Bay; Kenai Peninsula Borough; Seward, Alaska. PROPOSED WORK: The applicant proposes to dredge up to 7,600 cubic yards (CY) of bottom sediment, in the form of silt, sand, and gravel, using either a clamshell dredge or a hydraulic excavator from below the mean high water mark of the Seward Harbor, which is part of Resurrection Bay (MHWM, 9.71 feet above the mean lower low water mark of 0 feet elevation), a Navigable Water of the United States (U.S.).   • POA-2016-548, Nenana River

    PURPOSE: Usibelli Coal Mine's stated purpose is to develop a material site to provide 12-inch minus gravel for road base construction within the Jumbo Dome Mine blocks 2 through 5; and secondarily to provide space for future expansion of the existing coal stock pile. The project site was previously permitted by the Corps of Engineers in 1999 for the discharge of fill material in 27 acres of wetlands for a proposed coal storage area (Corps of Engineers file number D-970003). PROPOSED WORK: The applicant proposes to discharge dredge or fill material into 8.63 acres of scrub-shrub-emergent wetlands, (445,000 cubic yards), during the mechanical extraction, grading, and stockpiling of gravel at a 13.78 acre site at the existing Poker Flat mine. Access to the site would be from the existing developed land off of River Road. Top soil and vegetation would be temporarily stockpiled on-site and reused in the construction of temporary berms to minimize impact to adjacent wetlands, and to stabilize exposed soil and promote revegetation of the site. All work would be performed in accordance with the enclosed plan (sheets 1-5), dated January 11, 2017.

    Mr. Herman Nelson, Sr. (New Koliganek Village Council) stated purpose is to improve access to the new cemetery to allow convenient travel for all residents to a culturally significant location. The project site is located at 59.71847° N., 157.30751° W.; Seward Meridian; USGS Quad Map Dillingham C-4; approximately a third of a mile east of the land fill along Charlie Nelson Road near New Koliganek, Alaska. PROPOSED WORK: The applicant proposes to discharge 1,470 cubic yards of gravel fill into 0.55 acres of tundra wetlands to construct an access road and parking area for the cemetery. The road would be 642 feet long with a 12-foot wide driving surface and 3:1 side slopes. The parking area would be 100 feet by 50 feet. The road would be lined with a geosynthetic fabric and culverts would be installed at two locations to maintain proper drainage. All work would be performed in accordance with the enclosed plan (sheets 1-3), dated January 25, 2017.
