    Mr. Stephen Ribuffo (Municipality of Anchorage, Port of Anchorage) purpose is to replace the existing Petroleum, Oil, Lubricant (POL 1) terminal with a new structure designed and constructed to exceed current seismic standards at a new location. The project site is located within Sections 6, 7; T. 13 N., R. 3 W., Seward Meridian; USGS Quad Map Anchorage A-8; Latitude 61.2403º N., Longitude 149.8886º W.; in Anchorage, Alaska. PROPOSED WORK: The Port of Anchorage (the Port) proposes to construct the Petroleum and Cement Terminal (PCT) to replace the existing POL 1. The PCT would be designed to withstand a major seismic event and rapidly return to service in the event of trestle damage, providing Anchorage and other areas of Alaska with refined fuels and bulk cement, both of which are necessary for reconstruction activities.     Ms. Joy Hobbs (Slana Community Corporation) stated the purpose is to construct an alternate access route (2 Mile Road) to Slana settlement from Nabesna Road. The project site is located within Section 28, T. 11 N., R. 8 E., Copper River Meridian; USGS Quad Map Nabesna C-6; Latitude 62.7019°N, Longitude 143.9208°W; approximately 2.3 miles east of Highway 1; near Slana, Alaska. PROPOSED WORK: The applicant proposes the following: Impact Area 1: After-the-fact (ATF) authorization for discharging gravel fill into 2.5 acres of forested non-tidal wetlands during construction of an unpaved road between Slana settlement and Nabesna Road. Impact Area 2: Discharge 40 cubic yards of fill into 0.02-acre of non-tidal wetlands directly adjacent to Rufus Creek for the purpose of installing a 10 foot by 30 foot bottomless culvert to complete the access route to Slana settlement. The road portion of the project was completed in 2016. The culvert is proposed to be installed in 2017.     Ms. Laurie Morrow (Homer Society of Natural History Inc.: Pratt Museum) stated the purpose is to construct a new museum facility and associated driveways and parking. The project site is located within Section 19, T. 6 S., R. 13 W., Seward Meridian; USGS Quad Map AK-Seldovia-C-5; Latitude 59.64493º N., Longitude 151.5506º W.; Kenai Peninsula Borough; 3779 Bartlett Street, Homer, Alaska. PROPOSED WORK: The applicant proposes the discharge of 14,409 cubic yards of native soil substrate material; gravel and sand with less than 6 percent silt; and coarse aggregate into 1.37 acres of waters of the United States, including wetlands as part of site preparation, installation of underground utilities, excavation, and backfill activities for the purpose of constructing driveways, parking and a new museum facility. In addition, the applicant proposes the discharge of native soil into an additional 0.12 acres of waters of the United States as part of mechanized land clearing activities. The applicant proposes to begin work by May 1, 2017, and complete earthwork and site preparation by July 30, 2017.     Kelley Nixon (Hilcorp Alaska, LLC.) stated the purpose is to expand Kalotsa Pad’s gravel footprint to provide room needed to drill more gas development wells and to add necessary additional gas production infrastructure. The project site is located within Section 7, T. 1 S., R. 13 W., Seward Meridian; USGS Quad Map Kenai A-5; Latitude 60.1039º N., Longitude 151.5917º W.; at milepost 130 of the Sterling Highway, near Ninilchik, Alaska. PROPOSED WORK: The applicant is proposing to permanently discharge 15,928 cubic yards (cy) of clean gravel into 1.84 acres of waters of the United States (WOUS), including wetlands, for the construction of the Kalotsa Drill Pad expansion. The proposed drill pad expansion would be 371 feet wide by 319 feet wide by 3 feet high, “L” shaped pad bordering the southeast and southwest edges of the existing pad (see attached drawing 3 of 4), underlain by geogrid material with 2:1 side slopes. The applicant is proposing to conduct the work, if permitted, starting in April 2017. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated January 20, 2017.     POA-2016-00441, Beaufort Sea BP Exploration (Alaska) Inc. (BPXA), stated purpose is to perform erosion control activities and necessary maintenance on the existing WDC in order to maintain the facility in a safe and operable condition as originally authorized under USACE permits. The project is located at the existing West Dock Causeway, Latitude 70.38702, Longitude - 148.51575, Umiat Meridian, T12N, R14E, S11,14, and 23, in the Prudhoe Bay unit west of Deadhorse, Alaska. The proposed work is to include: • Replenishing the beaches on the South, Middle and North Legs of WDC within the original footprint of WDC; • Retrieving and replacing damaged gravel bags and installing new ones, as needed, within the original permitted footprint of WDC, along with repairing and replacing the filter fabric beneath the gravel bags as necessary; • Installing a new gravel bag revetment to protect the south flank of Dockhead 2, based on future monitoring. This activity will impact 0.1 or fewer new acres of Waters of the US; • Extending the revetment on the south side of DH3 to the Crowley facilities if warranted by erosion (within the previously permitted footprint in POA-1974-221 dated August 7, 2012); • Placing fill (either dredged material or pit run gravel) on the seafloor adjacent to DH2 to fill scour holes (previously permitted in POA-1974-221-M15). During any given repair, this activity will impact no more than 0.75 acres of Waters of the US within the 3 acre permitted zone. • Repairing and possibly relocating the six groins on the North Leg, including replacing damaged gravel bags and concrete elements, resetting existing concrete elements that have subsided or been displaced, and, if the ability to trap sediment can be improved, relocating any of the groins composed of concrete elements to alternate locations on the North Leg. This activity will not impact any additional area of Waters of the US. • Replacing the anode system at the STP approximately every 5 years (permitted in NN19790293/ Z-1974-0221).
