Permit Application Public Notices

Public involvement is a key element of the Corps’ permit review process. During an application review, the USACE, Regulatory Division considers the views of other federal, state and local agencies, Native American tribes, interest groups, and the general public. The results of this careful public interest review are fair and equitable decisions that allow reasonable use of private property, infrastructure development, and growth of the economy, while offsetting the authorized impacts to the waters of the United States. This is accomplished through the posting of a Public Notice on the USACE, Regulatory Division's website and soliciting comments.

The USACE, Regulatory Division publishes monthly a list of individual permits issued, denied, or pending during the previous month. The list will identify each action by public notice number, name of applicant, and brief description of activity involved. It will also note the relevant environmental documents and the Statements of Findings (SOF) or Records of Decision (ROD) that are available upon written request through the FOIA process and, where applicable, upon the payment of administrative fees.

Special Public Notices

These are public notices that involve the Regulatory program but which are generally not limited to one particular project. These would include public notices for the establishment or modification of Restricted Areas/Danger Zones, issuance/re-issuance of General Permits (Regional General Permits or Nationwide Permits), changes to guidance and policies, etc.

  • POA-2005-1945-M2

    Expiration date: 5/4/2018

    Island Ventures, L.L.C., Post Office Box 966, Petersburg, Alaska 99833, The applicant’s stated purpose is to safely launch and haul out boats in running tides and windy conditions. Work being proposed is discharge of 100 cubic yards of rip rap, 500 cubic yards of shot rock, and 120 cubic yards of 3-inch minus rock, below high tide line, to construct a 24-feet by 200-feet boat ramp. All work would be performed in accordance with the enclosed plan, 6 sheets, dated May 2018.   • POA-1994-00757-M5

    Expiration date: 6/1/2018

    Deborah Heebner, with Hilcorp, Alaska, LLC., 3800 Centerpoint Drive, Suite 1400, Anchorage, Alaska 99503, states that the purpose of this project is maintenance dredging and beach nourishment. The project site is located within Section 6, T. 13 N., R. 10 E., Umiat Meridian; USGS Quad Map Beechey Pt. C-5; Latitude 70.5076º N., Longitude 149.6606º W.; approximately 35 miles from Prudhoe Bay, Alaska. Work being proposed is the screeding/dredging of a 100’ x 60’ area (0.14 acre Estuarine Subtidal) in front of the barge landing at F Pad, down to 3.5’ below Mean Lower Low Water (MLLW) to provide enough clearance for incoming barges. If material needs to be dredged, it would be placed in a roughly rectangular area 800’ x 95’ (1.5 acres of Estuarine Intertidal) on the northwestern side of F Pad as beach nourishment.     Expiration date: 5/1/2018

    Chris Eckert, with Teck Alaska Incorporated, 3105 Lakeshore Drive, Bldg. A, Suite 101, Anchorage, AK, 99517, Tel. 907-754-5139, email: chris.eckert@teck.com. The stated purpose of the project is twofold, One; Waste dump facility and access road: Placement of contaminated waste rock from Aqqaluk and Qanaiyaq deposits into 31.7 acres, including uplands and wetlands. Two; Tailings storage pond: The placement of 68,085 cubic yards of clean fill into 12 acres of uplands, and the placement of 20,104 cubic yards of clean gravel into 12.5 acres of wetlands to raise the level of the Red Dog Mine Tailings Pond. This will include raising all sides of the tailings pond, including the main and back dams from 986 feet to 1,006 feet above mean sea level in phases between 2018 and 2024. The main haul road will also be relocated to accommodate the back dam raise. The approximate fill height would vary from roughly 30 inches to 108 inches. It is anticipated that there would be five culvert crossings in the road for storm water runoff, but location and number would be evaluated once construction has begun. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated March 2018.The project site is located within Section 29, T. 31N., R. 18W., Kateel River Meridian; Latitude 68.0520º N., Longitude 162.8479º W.; near Kivalina, Alaska.   • POA-2018-122, North Fork of the Dall River

    Expiration date: 5/11/2018

    PURPOSE: The applicant, the Alaska Department of Transportation and Public Facilities' stated purpose is to aid in the removal of unwanted moisture, and slow the thaw settlement of perennially frozen ground in order to stabilize subsurface roadbed materials and roadway. LOCATION: The project site is located within Section 4, T. 16 N., R. 13 W., Fairbanks Meridian; USGS Quad Map Bettles B-1; Latitude 66.2486º N., Longitude 150.3164º W.; Dalton Highway Milepost 89-90, 40 miles north of the Yukon River, Alaska. PROPOSED WORK: Discharge 7, 616 cubic yards of unclassified gravel material into 1.14 acres of wetlands. For a more detailed description of work see attached permit letter submitted by the applicant. All work would be performed in accordance with the enclosed plan (sheets 1-7), dated March 2018.   • POA-2018-00085

    Expiration date: 5/18/2018

    Mr. James Byron, with Byron Construction, Post Office Box 678, Ward Cove, Alaska 99928; Phone: 907-254-1976; Email: jamesbyron42@yahoo.com, states that the project purpose is to expand Heron Lane so there would be road access to the lots on Loon Avenue so that homes can be built on the properties. The project site is located within Section 33, T. 74 S., R. 90 E., Copper River Meridian; USGS Quad Map Ketchikan B-6; Latitude 55.4107º N., Longitude 131.7543º W. To reach the site off of North Tongass Highway, turn onto Rhea Road, then turn right on Heron Lane. Follow Heron Lane to the end of the road and construction would begin where the road currently ends. The project location would be in Ward Cove, Alaska. Work being proposed is the discharge of 4300 cubic yards (CY) of fill material into 1.2 acres of waters of the U.S., including wetlands for residential development. The applicant would excavate overburden and construct a 26 foot wide road leading to four residential lots on Loon Ave. The total length of the road to be constructed would be 1200 linear feet with a total surface disturbance of approximately 0.73-acre. The overburden depth at the road centerline varies from roughly 12 inches to 60 inches. Once the road would be excavated to bed rock, it would then be filled with one foot minus pit run shot rock. The approximate fill height would vary from roughly 30 inches to 108 inches. It is anticipated that there would be five culvert crossings in the road for storm water runoff, but location and number would be evaluated once construction has begun. Along with the road, there would also be four residential lots developed. Each lot would consist of a driveway and house pad. Driveways would be approximately 14 feet wide by 40 feet long. House pads would be approximately 60 feet by 80 feet in order to create enough room for the structure and vehicles. All work would be performed in accordance with the enclosed plan (sheets 1-4), dated March 2018.
